This Committee had no particular instructions as to to the means which they should adopt nor were they instructed to place themselves in communication with any other Committee which might be appointed in China. The Committee was in fact merely a means for the distribution of a paper over the contents of which they had no control and as to the utility of which their opinion was not invited.
